Report reconciliation and district-level election coverage

Selected Kentucky reports now have source-row charts and exact controls. Resolving controlling amendments, full-cycle totals, remaining accounts, independent-expenditure notices, paper filings and district/local candidate guides remains unfinished.

Dataset comparison: Kentucky's state-system explorer displays one exact Report ID at a time. Original and amended reports may overlap, so reports are never added into current campaign totals. Source election labels are not current-ballot eligibility. FEC candidate summaries remain separate and use their stated reporting windows. Neither view is a statewide election-spending total.
